Tensions are building within Opec.The issue of compliance with agreed production cuts is becoming harder to ignore,as already weak demand projections are revised still lower.Key'Opec member Saudi Arabia - and,to a lesser extent,other Mideast Gulf Arab producers Qatar,Kuwait and the UAE - have shouldered the burden of deep cuts to production since January.But lower compliance rates threaten the organisation's agreement,reached in Oran in December,to reduce output by 4.2mn b/d from a September baseline.
