Russia’s energy ministry, pipeline operator Transneft and oil firms have discussed launching a new crude export stream at the Baltic port of Ust-Luga with a higher density than Urals and a sulphur content of up to 2.5pc. This could help maintain the quality of other export grades and oil sent to Russian refineries, although oil firms oppose the move.
