Plans for a new product terminal at Primorsk could be about to move forward after a court ruled that the company that plans to build the facility will not also have to finance an upgrade of local rail infrastructure. Petrotrans-Primorsk - which is controlled by Novorossiysk Commercial Sea Port, whose two largest shareholders are Transneft and the Summa Group - expects to this year receive a new set of tech- nical specifications for the development of rail lines leading to Primorsk from the Russian Railways trunk system. The com- pany needs these specifi- cations before it can start building the 3.3mn t/yr product terminal that it first announced plans for back in 2007.
