Chinese refiners are heavily expanding upgrading capac- ity this year, particularly units to deal with sulphur. The introduction of the "China 3" vehicle emissions standard this month has reduced diesel sulphur content to 350ppm from 500ppm in major cities. Gasoline produced in China has had to comply with the China 3 emissions standard since July last year. The new emissions standards apply to the transport sector — chiefly road and rail freight, which account for over 40pc of diesel use in China. The agricultural, fishing and forestry sectors can still use 500ppm diesel.
