The launch of a second crude pipeline to feed Rosneft’s Tuapse refinery, initially scheduled for this month, has been delayed until autumn, market participants say. “Officials from [Russian crude pipeline operator] Transneft have identified a few problems, but these can be resolved and Rosneft plans to do so by September,” according to a source familiar with the situation. But some industry observers say that the 237km line from the Tikhoretsk pipeline junction will not be on stream until December.
