Rosneft and Transneft signed an agreement on 17 December regarding a pipeline linking the Khabarovsk region’s Komsomolsk refinery to the East Siberia-Pacific Ocean (ESPO) crude export pipeline. Transneft plans to pay for construction itself, recouping investment from Komsomolsk owner Rosneft, which will pay a long-term tariff — a rate for which has yet to be specified. The spur’s capacity will be 8mn t/yr, the same as Komsomolsk’s capacity. Construction is expected to take three years, with the line launching at the end of 2017. An earlier timetable envisaged construction ending in 2016-17.
