Rosneft’s 340,000 b/d Ryazan refinery is poised to start exporting cracked fuel oil this year. Ryazan launched a second 1mn t/yr vacuum distillation unit (VDU) in November. It will start exporting cracked fuel oil once output starts rising this spring, traders say. The unit is still operating well below capacity and the quality of fuel oil shipped from the plant has not changed significantly. The VDU is running at low capacity because the refinery reduced crude runs in response to the seasonal drop in motor fuel demand.
