A fast-developing hurricane shut in roughly 1mn b/d of refining capacity in Texas after it made landfall on 12 September.Hurricane Humberto cut power in east Texas and Louisiana,forcing all three Port Arthur refineries to shut down.Little was done to prepare for the storm,which grew from a small tropical depression to a hurricane in just 18 hours.
