Refners fail to produce winter grades

Some of the largest refneries in the Mideast Gulf do not produce diesel that meets winter specifcations in northwest Europe. The 417,000 b/d Ruwais 2 refnery in Abu Dhabi and Saudi Arabia’s 400,000 b/d refneries at Yanbu and Jubail together exported around 140,000 b/d of diesel to northwest Europe in August, up from around 80,000 b/d in July. But exports are likely to decline as the region makes the transition to winter grades, because none of these refneries produces German specifcation diesel. Winter-grade diesel specifcations are more stringent than for summer grades to prevent wax in the fuel crystallising at lower temperatures.
