New rules would apply to contracts that trade at least five times a day on average, or that closely track prices in contracts on more regulated exchanges. This would bring many over-the-counter (OTC) oil swaps contracts traded on Ice under CFTC oversight. Such contracts would have to comply with almost all reporting standards for more regulated contracts, such as those traded on Nymex.
