A Venezuelan delegation has wrapped up a low-profile tour that ended unexpectedly in Turkey, the latest target of the government's charm offensive. At a 19 August meeting in Istanbul, Venezuelan foreign minister Delcy Rodriguez invited Turkish president Recep Tayyip Erdogan to revive bilateral relations based on a “new development model” in which Turkish loans and investments in energy and mining would be guaranteed with crude and mineral supplies, the foreign ministry says. The proposal echoes Venezuela's extensive oil-backed credit arrangements with China.
