Venezuelan state-owned oil company PdV's US downstream subsidiary, Citgo, has finalised a $1bn deal with the Aruban government to restart the unprofitable 280,000 b/d Aruba refinery under a long-term lease. US independent refiner Valero Energy mothballed the plant in March 2012. The facility has since been used as a storage terminal.
