A US House of Representatives committee is fashioning a bill to regulate over-the-counter (OTC) derivatives much along the lines of what the administration wants. Legislation easily approved by the House Financial Services Committee on 15 October would generally require swaps dealers and major market participants to submit their swaps for clearing and then trade them on exchanges or alternative swaps execution facilities.
