European low-sulphur fuel oil has weakened to the extent that it is moving unusually from Europe to Asia-Pacific with high-sulphur fuel oil(see upper graph).Poor power generation demand owing to mild weather and cheaper natural gas have pushed low-sulphur fuel oil to a discount to high-sulphur grades in Europe,resulting in low-sulphur product being blended into high-sulphur fuel oil and ultimately moving to Asia-Pacific.
