Canadian Pacific Railway is imposing a fuel surcharge to recuperate the cost of higher oil prices.The surcharge could,ironically,boost the delivered price of crude and products transported by rail.The surcharge will be based on the monthly average price of WTI,starting at 2pc of the freight cost when WTI's monthly average price is US24/bl.
