Parliament passes benchmarks regulation

The European Parliament has passed a regulation on indexes used as benchmarks in financial instruments, which is likely to apply across the EU from 2018. The regulation covers the use and provision of a wide range of financial, interest rate and commodity indexes that are used as benchmarks in financial instruments. It was designed in the aftermath of interest rate benchmark-setting scandals in the Libor and Euribor markets, but covers many other indexes used as benchmarks, including in commodity markets, such as those used to settle Brent crude futures and other energy derivatives contracts.
