Noble Energy, the operator of the Ratio-Yam tract (which encompasses the Rachel, Amit, Hannah, David and Eran licenses) with a 39.66% interest, held a meeting with its associates, Avner Oil and Gas and Delek Drilling, both part of Delek Group (22.67% each) and Ratio Oil Exploration (15%), in early September at which it submitted its final budget proposals and outlined a plan for drilling an initial exploration well to test the Leviathan prospect. According to three subsidiaries of Delek Group (the two mentioned above and Delek Energy), this prospect spans the Rachel and Amit licenses.
