For most of the last three decades,the oil industry was burdened with surplus refining capacity and margins were low and hardly encouraging.Many refineries were shut down and many projects were cancelled.Environmental legislations have become so widespread that the industry channelled most investment to meet the often-changing product specification in order to stay in business.
