Cross-state program starts quietly

Cross-state allowance prices fell amid a lack of buying interest this week, but trade is expected to pick up in the coming weeks after the Cross-State Air Pollution Rule goes into effect. The slump in buying interest coincided with the holiday week quiet and pulled down prices for vintage 2015 allowances for cross-state annual NO_x, seasonal NO_x and Group 1 SO_2 by $50 to $300/short ton.
