Datasets shed light on cost

The US Department of Energy has combined transport cost datasets reported separately by railroads and utilities for coal, confirming that the disclosures correlate for most coal delivery costs. The agency's Energy Information Administration (EIA) has for years based its coal transportation cost data on Surface Transportation Board (STB) waybill data, and last year it added Form EIA-923 data submitted by utilities.
