The upturn in steel product consumption in China, the key driver of the industry, is smaller than the increase in supply. Consumption is still far from the pre-crisis level in most other regions as end users and investors stay pessimistic. As a result, manganese ore quotes have been raised for October, stabilized for November, and may be cut in December.
