British coal plants seek improved rail access

UK utilities that own coal-fired power stations are part of a group calling for greater access to railways. The Office of Rail Regulation (ORR) issued a consultation document in late September outlining proposals for new freight access contracts and called for responses from interested parties. The major concern for freight customers is that they do not have rights to timing slots for railway deliveries to their own facilities. These slots are owned by the haulier companies.
