Federally mediated talks between Allegheny Technologies Inc and the United Steelworkers union have so far failed to produce a new four-year labor agreement, with the key hang-up centered on health-care costs. The two sides met on Wednesday June 9 and on May 27 to hold talks aimed at ending a strike of 1,300 employees at nine ATI sites that began on March 30.
