GOP Alternative To Jeffords' Bill Floated

US Senate Environment and Public Works Committee ranking member Bob Smith (R-NH) has floated new draft multi-pollutant legislation, calling for the use of a coordinated cap and trade system to reduce NO_x, SO2 and mercury emissions by 2018.Smith's bill is based on the Bush administration's controversial Clear Skies initiative (CD 4/25/02). The legislation, which will be offered as an alternative to committee chairman Jim Jeffords' (I-VT) bill, S. 556, does not include any language on CO2 or other greenhouse gas emissions.
