The way in which the need for ECDIS training appears to have caught so many in the industry unprepared is surprising, since the subject is adequately covered in STCW 95 (including 1997 amendments). Table A-II/1 of that IMO publication states: "The navigation officer must possess a thorough knowledge of and ability to use navigational charts and publications." A little below that there is a note to the effect that "ECDIS systems are considered to be included under the term 'charts'."
