China's governing state council unveiled stringent measures to improve air quality on 14 June, ordering a change in the country's energy complex and threatening to punish heavy polluters. But the National Energy Administration (NEA) is initially expected to go after smaller firms rather than take on major state-run industrial giants, suggesting that the clamp- down may have a relatively limited impact.
