Otter Tail to appeal rate case

Otter Tail Power filed notice with the 8th Circuit Court of Appeals in North Dakota that it will appeal the Surface Transportation Board's dismissal of its rate case. The written appeal is not expected for several months. The STB in its Jan. 27 decision said Otter Tail relied too much on cross-subsidy revenues from traffic on lines not directly serving the utility, and estimated a more than 600 million dollars deficit in revenue adequacy for the 1,000-mile route to the utility over 20 years.
