A pilot emissions trading scheme aimed at limiting carbon emissions in the Beijing municipal area was launched on 28 March, but the project will not go into operation until 2013. Beijing is one of the seven regions chosen by the national government to develop a pilot carbon market. The Beijing environmental exchange will be the platform for the pilot project, which aims to fulfil Beijing's requirements to decrease carbon emissions intensity — the amount of carbon emitted per unit of GDP — by 18pc by the end of 2015.
