Colombia’s state-controlled Ecopetrol is running its expanded 165,000 b/d Cartagena refinery (Reficar) at 100pc after bringing the final two units online. “With the alkylation unit coming online, Reficar completed the start up this week of 34 units, which defines the expansion project for the refinery,” Ecopetrol said today. The Reficar facility replaces an older 78,000 b/d refinery that Ecopetrol decommissioned in 2014. Ecopetrol hopes the new output will help it ween itself off of US Gulf coast imports of diesel and gasoline.
