Officially, the pipeline that supplies the Ventspils terminal in Latvia will switch from high-sulfur gasoil to ultra-low sulfur (10 ppm) diesel in 2016, when Russia-whose refineries supply the line-implements a ban on >10 ppm sulfur diesel for domestic use. That rule will be enforced gradually; starting in 2015, domestic Russian fuel will be capped at 50 ppm sulfur, but the 350 ppm material will still be legal for export.
