Late in 2016, Canadian pipeline company Enbridge approved Canada Heavy Sweet (CHS) to make transit on its 390K-b/d Line 3 pipeline from Alberta to Superior, Wisconsin (US). While pipeline capacity out of Canada's oilsands is frequently described as maxed out, Line 3 is . actually underutilized—mainly because it is used to transport Canada's lightweight conventional crudes.
