According to RBN Energy's Housley Carr, crude producers in the Permian basin in Texas (US) are struggling with cold weather mat, on top of substantially expanded production, is making it difficult to treat their crude so as to meet pipeline specifications. Typically, pipeline operators in TX will only accept crude with an RVP (Reid Vapor Pressure—the vapor pressure of a liquid at 100° F) of no more than about 9.0-9.5 psi. To meet that specification, producers typically run their crude through a heater/treater or stabilizer—either way effectively a small distillation unit that heats the crude to boil off enough light ends to reduce RVP to an acceptable level.
