According to a nine-year plan prepared by the company for internal use, Venezuela's national oil company expects to increase crude production this year, but will only make up for a fraction of 2016's decline. According to the plan, production will average 2.501MM b/d in 2017, up a mere 5K b/d from 2.496MM b/d in the first 11 months of 2016 (the document only lately came into the hands of reporters, but was prepared in Dec. 2016). The figure pales in comparison to a production decline of—according to some economists—more than 250K b/d in 2016, but would still be a significant turnaround if it can be achieved.
