Chevron liable for ￡5m fine

In this legal casenote, we look at a prosecution that resulted in Valero Energy UK receiving fines and costs totalling ￡6 million after an explosion at the Pembroke Oil Refinery killed four workers1. The contractor that employed three of the victims, B&A Contracts, was fined ￡120,000. At the time of the incident in 2011, the refinery was owned and operated by Chevron (HSB 409 p.7 and 401 p.2).Two months after the incident, Chevron completed the sale of the refinery to Valero. As part of the deal, Chevron's US parent company was liable for any fines and costs arising from the incident.
