Nuclear utilities vying for coveted Department of Energy loan guarantees for their proposed new reactor proj ects are heartily welcoming changes to the rules governing those guarantees-but everyone is not resting easy just yet. Although the changes that DOE published Aug. 7 will make it easier to finance large, jointly owned nuclear projects and remove obstacles for owners to seek foreign investment, there still is no final answer on the credit subsidy costs that will have to be paid by guaranteed project sponsors, Leslie Kass of the Nuclear Energy Institute pointed out last week. "Until you see that applied, you can't breathe a sigh of relief," Kass told NNB Monitor last week.
