There are a number of reasons why the comparative study of media is difficult, and why at the same time it is important. Examining media change and transition over time is even more difficult and important. It is difficult because we often begin from the media arrangements with which we are most familiar, and use these elements to make up a framework for comparison. While our intentions for comparative analysis of different national media systems may be good, the effort may be confounded or distorted by the criteria or framework we use to organize comparative analysis. Similarly the examination of national systems of media may be weakened by the examination of national systems without looking at linkages among national systems or broader international influences and forces. An examination of media may also be focused on technology availability and technology change. These dynamics may be seen as external to the domestic arrangements shaping media systems and broadcasting, and technology change is often seen as acting upon broadcasting systems in a unidirectional fashion.
