Former WTO Director-General Azevedo and other experts suggested the US was right that the Appellate Body overstepped its intended authority and were largely downbeat on prospects for negotiation and reform at the world trade body where consensus appears almost impossible to achieve. Instead, they suggested plurilateral/multi-country efforts as offering the best hope for progress on major issues.
