NETWORK RAIL'S STRATEGIC BUSINESS PLAN

Strategic planning in Network Rail is based on the 5 year cycles of the regulatory regime administered by the Office of Rail Regulation (ORR). On 1 November Network Rail published its Strategic Business Plan for the cycle known as Control Period 4 (CP4). This follows the publication at the end of July by the DfT of the higher level paper 'Delivering a Sustainable Railway/ which also covers aspects not immediately the responsibility of Network Rail. The Strategic Plan reviewed in this note puts more detail on the Network Rail aspects of the DfT paper, but is at present only an interim document. Network Rail will publish their final Plan for CP4 in March 2009 just before CP4 begins. Even the present plan covers 224 pages, and amounts to 1,000 pages or so with 26 more detailed Route Plans and other supporting documents.
