What is accessibility planning?

Accessibility relates to ease of access, with personal accessibility defined as the ease with which people can reach or use activities, economic or social. Accessibility is not the same as mobility, which relates to ease of movement, be it by car, public transport, walking or cycling, and as such is an aspect of accessibility. Defined simply, accessibility planning is a structured process for assessing, and planning for, accessibility. It enables planners to evaluate the trade-offs and relationships between land use, transport and social needs, and focuses attention on the level of service provided by the system as a whole, rather than just by isolated aspects of the transport system.
