Sampling companies face emissions test

Tighter emissions control and carbon trading permits are providing coal sampling companies with a new challenge, says Vincent Mazzone, of SGS Minerals Services, Geneva. The EU commission's decision of 29/01/2004 established guidelines for the monitoring and reporting of greenhouse gas emissions in regards to European Parliament and Council's Directive 2003/87/EC. This is the Directive that created a system for the trading of greenhouse gas emission allowances within the EU. From 1 January 2005, all installations involved in the activities listed in Annex I to this directive and emitting the specific greenhouse gases must possess the appropriate permit issued by a competent authority. These include energy, iron and steel production and processing, mineral, wood pulp and paper industries. For purposes of the Directive, Biomass is considered CO_2 neutral.
