US federal policies and the failure of aquaculture

The July/August edition of Aquaculture North America had a valuable article by Carole Engle and Nathan Stone about "How regulations impact US aquaculture." Another closely related paper entitled "The Future of US Seafood" by Hauke Kite-Powell and others recendy appeared in Aquaculture Economic & Management. Both lead authors have distinguished academic backgrounds. I would grade each paper "incomplete." While both accurately address the adverse and restrictive regulatory environment for aquaculture in the United States, they fall far short of addressing the broader complex of government policies that have been detrimental to the development of aquaculture in the US, as well as a lack of private sector initiatives.
