CONGRESS GIVES FINAL APPROVAL TO FY 2010 BUDGET RESOLUTION

The House and Senate both approved the conference version of a budget resolution last week that paves the way for climate legislation, should it be adopted. The 'Deficit-Neutral Reserve Fund to Invest in Clean Energy and Preserve the Environment' included in the resolution would give Congress the ability to adopt "climate change legislation" that would invest in clean energy technology initiatives and decrease greenhouse gas emissions-provided the legislation does not increase the deficit through 2019 by drawing in funding via other revenue-raising measures contained elsewhere in the budget, including tax increases or spending cuts.
