In December, Highways England published its Strategic Road Network Initial Report, which looks forward to the next Road Investment Strategy from 2020-25 (RIS2) (full details on pages 22-23). After reports suggested that Highways England is asking the Government for ￡30bn for RIS2, Highways asked Elliot Shaw, the organisation's executive director of strategy and planning, whether this was true.
