In a sense, the smart motorway is a response to an engineering challenge. How do you make a road wider without increasing its actual width, which may be constrained by the landscape, or simply by cost? The conversion of conventional motorways to 'smart status' involves a large number of engineering challenges - not just the installation of technology and electronic signs on gantries above the carriageway.
