Entering the Chinese market as a foreign investor has gradually become easier, particularly since the country's accession to the World Trade Organisation in 2001. Even so, legislation governing foreign investment can be arbitrary and bewildering, especially as authorities experiment with new regulations. The local business environment remains demanding, for both market entry and day-to-day management. Some aspects of running a business (eg, securing local financing) have become easier, while others (recruiting skilled managers and staff) have grown more difficult. Foreign-investment proposals often face intense scrutiny by the authorities, which look to ensure that approvals go only to projects that support national-development priorities and balance foreign-exchange flows.
