Effects of moral outrage on child welfare reform.

IN A RECENT CHILDREN AND Youth Services Review ar ticle, Radha Jagannathan and Michael Camasso argue that inflamed public sentiment has often had positive effects on child welfare reform in the United States, in part by disrupting entrenched bureaucracies and generating major changes in public policy. However, these authors do not do justice to the negative effects of moral outrage on states' reform initiatives.
