While it may seem ironic, China, the last remaining communist power base, currently boasts the world's fastest growing economy and g is soon expected to overtake the UK as the g fourth largest economy. China is also a top exporter and is attracting record amounts of foreign investment. Although initially slow to adopt emerging technologies, China has managed to catch up quickly by leap-frogging many of the stages of technological developments that Western countries have had to entertain. Despite being a late starter, China is, for example, now the world's largest mobile phone market. According to the Chinese Ministry of Information, by the end of September 2003 there were almost 250 million mobile phone subscribers in the country.
