Every year the world braces itself for natural disasters and the death and destruction that comes with them. Even when these events are predictable - an average of six hurricanes hit the US mainland every year - governments can be caught off guard. Nowhere has this been more evident than in the aftermath of the vicious Hurricane Katrina that decimated virtually all of the area surrounding New Orleans last year.
