IMO 2020: the disruptor that never was

Regulation 14.1.3 of Annex VI of the Marpol Convention came into effect on January 1, 2020. The regulation forbade the burning of fuel oil on board vessels not fitted with exhaust gascleaning systems (scrubbers) that exceeded a sulphur content of 0.5% m/m (the sulphur cap), unless operating in an emission control area where the maximum sulphur content remained 0.1% m/m.
