Most seafarers questioned by researchers working on a World Maritime University study admitted they had participated in or witnessed the fudging of records of work and rest hours so there is never any violation of regulations. They do this, the report’s authors allege, with the full connivance of shipowners and managers who employ them. In the case of an accident or incident, evidence of manipulation of work/rest hours records would lead to questions about the due diligence of the shipowner to ensure the seaworthiness of the vessel.
